French conquest of Algeria and Russian conquest of Turkestan have been made by the military, which operated both regions for some time. Though civil and military management in Algeria as a whole differed from the management system organisation in pre-revolutionary Turkestan, but it is possible to draw certain parallels between modes of colonial management. Important line is that in both cases territories with the Muslim settled and nomadic population which was practising Sunni Islam with strong influence of Sufism have been subordinated. Certain similarity can be found out between local forms and methods of military management. The article deals with the preliminary comparison of methods of colonial management which were used by Russia and France, and evolutions of the legislative status in these territories.
